PRESENT:  Chairman Bill Verbeten, Supervisor Jesse Juedes, Supervisor Ron Diny, Treasurer Jeanette Roskom, and Zoning Admin. Rick Gerbers, Clerk Donna Martzahl.    Also present were David Bloomer, Dan Dercks, Steve Zeitler, Gary Zahringer, Kevin Joyce, Greg Goodhue, Brian Roebke, Jay Graetz, Jim Wierschke, and David Wierschke.

7:30 p.m.  Public hearing called to order by Chairman Verbeten. 

PURPOSE:  Review a request from Betty Rosin to rezone 2 acres from Ex-Ag to Ag-Res, Parcel W-191, Rosin Road.

Verbeten informs there was no opposition when reviewed by the Planning Commission. 

No comments from the public at this time.

7:32 p.m.  Motion by Juedes and second by Diny to Adjourn.  MC.

Rick Gerbers, Clerk Donna Martzahl.    Also present were David Bloomer, Dan Dercks, Steve Zeitler, Gary Zahringer, Kevin Joyce, Greg Goodhue, Brian Roebke, Jay Graetz, Jim Wierschke, and David Wierschke.

7:30 p.m. Meeting called to order by Chairman Verbeten.  Motion by Juedes and second by Diny to approve agenda.  MC

Agenda:  Motion by Juedes and second by Diny to approve agenda.  MC

Minutes:  Motion by Juedes and second by Diny to dispense with the reading of May minutes.  MC 

Motion by Juedes and second by Diny to approve all May meeting minutes as presented in writing to Board.  MC

Treasurer’s Report:  Jeanette presents report for May.  Motion by Juedes and second by Diny to approve treasurer’s report.  MC

Vouchers:  Donna presents vouchers 11282 through 11302 plus tax liability for a total of $56,201.27.  Motion by Juedes and second by Diny to approve vouchers. MC

Planning Commission:  Rick Gerbers report that the Planning commission met on Monday June 5 to:

1)       Review CSM from Dennis Joyce part of the NW ¼ SW1/4 section 32 parcel W-660 on Mallard Rd.

The House and buildings will be separated from the farm land.  This will be a farm consolidation.

2)       Review Town Permits Fees.  Marty Johnson issues most of the building permit fees for the Town and sets them to be competitive with local towns.

3)      Work on the comprehensive plan with Aaron Schutte. 

4)      Dave Wiershke presented a drawing on how the farm buildings and house might be separated by the rest of the farm land on Parcel W-638 Meadowlark Rd.

Joyce CSM:  Gary Zahringer, surveyor, appears and presents CSM for Dennis Joyce – addressing issue on amended CSM.  Motion by Juedes and second by Diny to approve CSM for Dennis Joyce; being Part of the NW1/4, SW1/4, Section 32

Parcel W- 660, Mallard Road.  Ayes 3  Nays 0  Motion carried

Rosin Rezone:  Verbeten informs this request was unanimously approved at the Planning Commission meeting and that there were no public comments at the public hearing earlier held.  Motion by Juedes and second by Diny to approve request to rezone 2 acres from Ex-Ag to Ag-Res, Parcel W-191, Rosin Road.  Ayes 3   Nays 0   Motion carried.

Sanitary District #2:  David Bloomer appears and reports SD#2 is working with Cedar Corp and DNR on closing disposal ponds.  Mr. Bloomer will be meeting with Atty. James Kalny to discuss possible options.  Board request Mr. Bloomer to appear at meeting on July 12 to update.

License Requests:    Motion by Juedes and second by Diny to approve the issuance of the following license for the period July 1, 2017 through June 30. 2018:

Temporary Class B licenseto Greenleaf Volunteer Fire Dept

Mobile Home Park license to Wisconsin MHP 6, LLC. 110 N.W.2nd St., Cedaredge, Colorado, to operate mobile home park at 6693 State Hwy 57, Greenleaf, WI.

Ayes 3  Nays 0  Motion Carried to issue all license as indicated above.

Motion by Verbeten and second by Diny to issue Mining Permit to B.E.S.T. Enterprises for the operation of blasting or mining in the Greenleaf Quarry.  Juedes abstains.  MC

Motion by Juedes and second by Diny to table request of Timothy G. and Sara M. Abel, 5558 Gold Dust Drive, DePere, WI, for LedgeStone Vineyards, LLC, 6381 State Highway 57, Greenleaf, WI.  Business is in the process of being sold.

Road Resurfacing:  Board discusses issue on resurfacing of roads and reviews project proposal from Scott Construction.  Motion by Juedes and second by Diny to proceed with resurfacing on School Road, Ridge Royal Drive, Hjorth Road, Greenleaf Street, Follett Street, Partridge Road.  Ayes 3  Nays 0  Motion carried.  Motion by Juedes and second by Diny to table Mallard Road bridge project to July.  MC

Wierschke Mobile Home:  Jim Wierschke requests permission to replace his mobile home at 1170 Meadowlark Road.  Rick Gerbers informs Planning Commission had discussed the issue and felt it was not allowed by the Zoning Ordinances.  In following past practice and the Zoning Ordinances, motion by Juedes and second by Diny to deny request to allow trailer to be replaced at 1170 Meadowlark Road.  Ayes 3   Nays 0   Motion carried.

Heart Assn Fundraiser Dec. 2:  There has been a request to close Crippen Street from Hwy 96 to Greenleaf Street for a fundraiser for the American Heart Association to take place on December 2.  Motion by Juedes and second by Diny to table to July for more information.  MC

Correspondence:  MFR fees at $13/ton

b)      Recycling grant will be $4,607.69

c)      Broadband Extension Grant Program

d)      Law cutting at 6783 Bunker Hill Rd
